Members of Congress and company insiders must report their stock trades in public. Filed Trades collects those filings, removes duplicates and checks every buy against the S&P 500, starting the clock on the first trading day after the filing, the earliest you could have bought too. The result is shown with its sample size, whatever it turns out to be.

Where does the data come from?

Congress trades come from STOCK Act disclosures collected by CapitolTrades. Insider trades come from SEC Form 4 filings collected from Finviz. Prices come from Yahoo Finance. The Sources page lists each source and its known limits.
